Purpose
Stichting OpenCharities Foundation acquires funds for social initiatives and charitable causes that serve the public interest, and allocates these funds in a fully transparent and publicly accountable manner. The Foundation also promotes transparency, trust and public accountability in the philanthropic sector, and encourages donor engagement in the allocation of funds.
Policy summary
The Foundation raises donations from individuals, corporates and philanthropic institutions, primarily through the OpenCharities platform. Funds are allocated to selected beneficiary initiatives based on a board decision and a written cooperation agreement. The Foundation disburses funds in phases where possible, with beneficiaries providing periodic updates on expenditure. The Foundation does not invest, holds no speculative positions, and keeps operational costs as low as possible to maximise the share of donations reaching beneficiaries. The Foundation is represented by any two board members acting jointly.
Remuneration policy
Board members receive no remuneration for their work. Only documented out-of-pocket expenses are reimbursed. The Foundation has no paid employees or policy-makers; all activities are carried out by the volunteer board.

Financial accountability
To be published within six months after the end of the financial year (first report: H1 2027 covering the year 2026).
How funds are held and allocated
Donations enter the OpenCharities Foundation Safe — a public 2-of-3 multi-signature wallet on Gnosis Chain — and remain there until the board allocates them to an initiative in the monthly cycle. Earmarking to an initiative is an accounting commitment, published on the public allocation ledger, not a segregated custody arrangement. Every euro is traceable through the Foundation Safe.
Trust & disclosures
- Spending controls
- The Foundation Safe enforces a daily and weekly spending cap via an on-chain allowance module. A 24-hour transaction timelock is planned after the pilot.
- Payouts to initiatives
- Initiatives receive payouts via Monflo, a Dutch crypto-asset service provider licensed under MiCA by the AFM, with custody via Fireblocks. Funds in transit through Monflo are not reflected on the Foundation Safe ledger.
- Bank account
- The Foundation operates a Dutch business bank account for its fiat operations.
- Insurance
- Directors' and officers' (D&O) insurance is in place. The on-chain Safe balance is not separately insured against private-key compromise.
